Annan calls for global counter-terrorism action

UN Secretary General Kofi Annan has called for comprehensive global counter-terrorism action. He has called upon all member states to follow five policies in preventing the spread of terrorism, a report, published early this week, said.

He has asked member states to: *Dissuade people from resorting or supporting terrorism, *Deny terrorists the means to carry out attacks, *Develop state capacity to defeat terrorism, *Deter states from supporting terrorism and defending human rights in the context of terrorism and counter-terrorism, a press release from the UN Information Centre, Colombo said yesterday.

Annan has called for member states of the UN to conclude "as soon as possible a comprehensive Convention on International Terrorism", pointing out "however the lack of progress in building a consensus cannot be the reason for not agreeing on a strategy."

"States must ensure that any measures taken to combat terrorism come with their obligations under the international law, in particular human rights and refugee law and international humanitarian law."

His report also urges member states to begin informal consultations, on recommendations contained in his 28-page report, starting May 11.

Annan’s report also categorizes terrorist groups as low budget groups, resource based groups – those relying on finance made on activities like drug trafficking and global network groups with multi-sources of financing available to them.

His recommendations also highlight the role the media has to play in countering and preventing terrorism including a voluntary codes of conduct for journalists, for example a ban on interviewing terrorists, the report said.-Island
